In Panaji, the high court of Bombay at Goa has directed government authorities to start the process of regular promotion to the principal position at Shree Ganesh Higher Secondary School, Ganeshpuri-Mapusa. The court emphasized that the current officiating charge cannot continue indefinitely and ordered that the promotion process be completed within two months. Following the retirement of the previous principal on July 31, the court suggested appointing Shilpa Pai Panandikar as the officiating principal based on seniority. The court rejected the argument that the officiating charge was given to Sandeep V Palni due to his background in science subjects, stating that seniority should be the primary consideration in such cases.It is important to consider giving due importance to seniority when appointing an acting principal. This rationale cannot be used to disregard the seniority of the relevant teacher. Shilpa should have been appointed as an acting principal and sought legal recourse through her lawyer, senior counsel S.D. Lotlikar. The High Court noted that according to Rule 86 of the Goa Education Rules 1986, vacancies for the position of principal in a higher secondary school should be filled through promotion. When making appointments, school managements should prioritize selecting the teacher with the most seniority.
